One possible cause is Trusted Installer service on the system is in disabled condition. Use the following ways to return it to the original:
1. Type cmd in the Start-Start Search.
2. Right click on command prompt icon, and select Run as Administrator.
3. Parameter Run sfc / scannow.
4. Chances are you'll get the following error message: Windows Resource Protection Could not start the repair service.
5. Press the Start button, type Service.msc in the Start Search field.
6. Double click on the Windows Modules Installer.
7. Set the Startup type to Manual. Click OK.
8. Birthdays Scannow command again, the process is now running successfully.
